Yes. Creating and managing a Google Business Profile is free. Google does not charge a business to appear on Google Maps and Search through its profile. What can cost money is anything around it: paid ads, or paying someone to look after the profile for you.

What happened to Google My Business?
Google My Business is the old name. The product is now called Google Business Profile. If you see guides that mention “GMB”, they are talking about the same free listing.
